Comprised of 27 Municipalities, namely: Bangued, Sallapadan, Langangilang, Pidigan, Pilar, San Juan, Lagayan, Boliney, Peñarrubio, La Paz, Baay-Licuan. Buccay, Liba, Langiden, Villaviciosa, Manabo, Lacub, Malibcong, Danglas, Tineg, Tayum, Dolores, Daguioman, Bucloc, Tubo., San Isidro and San Quintin. The district shall be bounded as follows: on the East by the province of Kalinga Apayao; on the West by the province of Ilocos Sur; on the North by the province of Ilocos Norte; and on the South by Mountain Province.
